Regular postal service in Semarang begins.

With the development of postal services and the increasing volume of correspondence in the Dutch East Indies, the Dutch East Indies Government began to issue monopolipos, that the public could only use postal services from the Dutch East Indies Government. Furthermore, the Dutch East Indies Government issued regulations that standardize the use of stamps in correspondence. These decrees were stated in Staatsblaad 1862, no.103-a, on 22 June 1862.

Related events:

1750 - The Dutch East Indies Postal Service was the first to be established because the function of the post itself was a means of communication and coordination between the Dutch trading company VOC and several of its territories, as well as several central leaders (heeren zeventien) in the Netherlands.

To ensure the security of letters sent or received in the Dutch East Indies at the time, the Governor General of the VOC, G.W. Baaron van Imhof, established the first Post Office (post kantoor) in Batavia on August 26, 1746. Four years later, as the VOC's communication with Mataram increased, a post office in Semarang was established. The Dutch East Indies Government usually built post offices in the center of government or the town square (as the city center and strategic location).

1799-1801 - Developments in postal communication suffered a setback along with the bankruptcy of the VOC which was finally disbanded in 1799. After the bankruptcy of the VOC, all post offices were taken over by the Dutch High Government on 12 January 1799. In 1801, the Dutch East Indies Government then established the Censorship Commission (commissie cencuur) to regulate the circulation of letters.

1808-1811 - The Governor General of the Dutch East Indies, Daendels built De Groote Postweg or the Postal Highway along approximately 1,000 km from Anyer to Panarukan starting in 1809 until 1811. A regulation Reglement voor de Posterijen en voor de Inspectie der Wegen en Herbergen op Java dated 16 June 1808 and refined in Provisioneel Reglement op het Postwezen dated 18 June 1808 was issued by the Dutch East Indies Government. The regulation stated that every 15 km, a lodging post would be built to replace horses and a resting place for postal employees.

1822 - In 1882, the Dutch Government granted the Dutch East Indies the authority to regulate its own postal regulation after the British returned Dutch East Indies authority to the Dutch Government. The regulation was stated in Gouvernementsbesluit no.7, 18 January 1822 (contained in Staatsblad no.1). The decree is also known as Reglement op den brieven-en wagen op het eiland Java or Regulation on post in Java (contained in Staatsblad 1823 no.3) which regulates letter post and wagon transport in the delivery of postal services in Java.
